India Needs Five Universities in the Global Top 100. It Has None.
In the QS World University Rankings 2027, 52 Indian institutions are ranked and the best, IIT Delhi, is 118th. In Times Higher Education's 2027 rankings, India has 143 institutions and none in the top 250. China took more than a decade to go from two in the top 100 to six. India's work starts before university.
India has more universities in the global rankings than ever, and none in the top 100.
The numbers
In the QS World University Rankings 2027, published in June 2026, 52 Indian institutions are ranked. The highest is IIT Delhi, at 118th, up from 123rd a year earlier. [1, 2]
| Institution | QS 2027 rank |
|---|---|
| IIT Delhi | 118 |

| IIT Kharagpur | 205 |
| IISc Bengaluru | 221 |

Times Higher Education measures differently and gives a harsher picture. In its World University Rankings 2027, published on 30 September 2026, India has 143 ranked institutions, the second most of any country. Its best, IISc Bengaluru, is joint 254th, and it is the only Indian institution in the top 300. [3, 4]
Two rankings, two methods, one result: no Indian university in the global top 100.
What the rankings reward
QS gives 30% of its score to a global survey of academics, who are asked which universities do excellent research, and 15% to a survey of employers. Citations per faculty member count for 20%. [5]
IIT Delhi already does well on the parts that measure what it produces. Its citations-per-faculty score is 97.3 out of 100, and employers rank it 39th globally. [1] An analysis of the 2027 results names international engagement and the ratio of students to teachers as what holds Indian institutions back. [6]
Neither changes in a year. An academic reputation abroad follows years of research that other researchers use, and research follows money and people. India spent 0.84% of its GDP on research and development in 2023-24, a record, up from 0.64% three years earlier. [7]
How China did it
In 2010, two Chinese universities were in the QS top 100: Peking and Tsinghua. By 2020 there were six. [8]
That rise came after long, targeted funding. Project 985, from 1999 to 2015, picked a small group of universities and gave them sustained money from the central government. In 2015 the State Council replaced it with the Double First-Class plan, aimed at bringing chosen universities and disciplines up to the global first rank. [9]
China's path does not show that money alone does it, or that India should copy it. It does show the timescale: more than a decade of sustained investment in a small number of institutions, to go from two in the top 100 to six.
What the numbers cannot tell us
Rankings measure what they choose to measure, and much of it is reputation. A university can teach well and rank low, and a high rank says little about what a particular student learned there.
The top 100 is also a lagging signal. It reflects research done years ago, by people trained years before that.
Where Ilanooo stands
India should aim for five universities in the global top 100. The talent is already coming to India, and the country has a large base in science and engineering. What has to be built is research facilities as good as any, so that talent does its best work here.
There is a second half to the job, and it starts long before university. A university can only build on the thinking its students arrive with. As long as the gates into university reward rehearsal over explanation, as we argue in the reward problem, the universities at the top of the system inherit the habits the bottom of it trained. Families who pay for private school, now for four in ten Indian children, are buying a better chance at those gates, not a better kind of thinking.
